Popular anger over the killing of a kidnapped 14-year-old boy in Mexico prompts sweeping new criminal reforms.
A special anti-kidnap squad is being set up which will be on call 24 hours a day.
There will be more citizen involvement and a commitment to root out corruption in police forces across the country.
