Eco town inhabitants to pay £500 yearly service charge on top of council tax?

Residents of the government's planned new eco towns may have to pay a £500 a year service charge in addition to their council tax.
The news came in a leaked government document giving details of the criteria for the new towns, as the Local Government Association warned that ministers' approach to delivering them may be illegal.
