A review into last year's floods calls for urgent changes in the way the country responds to the risks of flooding.

The threat of flooding should be taken as seriously as terrorism, with a cabinet committee dedicated to tackling the increasing risk it poses.

That is the verdict of a review into last year's flooding, which concludes that "urgent and fundamental changes" are needed to improve flood defences.
